Business zoning laws/fence?

We bought a house about 2 years ago and there was a large lot behind it with an old bait shop for sale. Well, the lady who owns it recently put a trailer/RV park in the lot. Right now there are 4 trailers back there and they have dug up the other side of the lot to add utilities for 4 more trailers. they are literally about 40 feet from my back door. we called the city, and the lot is zoned commercial and they have right to do this. Legally, in Kansas, are they required to put up a privacy fence between the campground and the houses next to it? This is being put in by a private person, Across town, the county put in an RV park and the neighbors were informed by the county that they legally had to put up a privacy fence and asked the neighbors if they wanted that done. What are our rights?
